This position is located in the Public Safety and Homeland Security Bureau, Cybersecurity Communications Reliability Division, Federal Communications Commission (FCC), located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.  

Duties

This position is located in the Public Safety and Homeland Security Bureau, Cybersecurity and Communications Reliability Division (CCR),  Washington DC.  The incumbent serves as Deputy Division Chief for CCR, primarily responsible for issues related to cybersecurity and information security, and is recognized as an authority on the application of information technology to communications issues including those related to broadband services.  Provides substantive information technology expertise for the full range of Division/Bureau policies and operations involving cybersecurity, network and information security related issues and matters as they related to public safety, communications reliability, 911 and emergency alerting resiliency.   Recognized as technical authority for consultation with Division and Bureau management and their staffs  on information technology policies, issues and other telecommunications matters related to public safety, cybersecurity, national security and homeland security; Directs and manages Division staff regarding the same.  Serves as the Subject Matter Expert (SME) for the full range of Division and Bureau polices and operations; initiates and performs complex analysis and evaluation on information and national security issues affecting all communications industry segments for review and development by the Division and/or Bureau.  Oversees staff assignment and manages/edits work product within the relevant subject matter.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Time in grade restrictions do not apply to Direct Hire procedures. GS-15 Specialized Experience: In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows: Leading, managing or supervising IT staff. Communicating complex technical IT matters to senior leadership, staff as well as technical and non-technical audiences. Conducting complex and technical analyses on regulatory problems of significance or of unusual complexity, urgency, and policy significance and developing recommended courses of action. Providing technical leadership and direction for policy development in the areas of information technology, telecommunications, cybersecurity, network reliability, and/or information security. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
