Duties

You will perform and/or coordinate performance of studies and analyses necessary to generate and assess plans for implementation of the strategic arms control (e.g., New START Treaty (NST) provisions which involve strategic systems. You will define, document and execute the various activities required by field activities, and contractors to execute and comply with treaty requirements. You will provide technical analysis by which treaty provisions and agreements may be translated to specific plans and programs. You will define and identify the full set of systems and equipment encompassed by treaty provisions. You will research and evaluate alternative approaches to disposition of such assets and recommend further study of most promising options; assess effects of required disposition actions. You will assess and define impact of treaty and other (ILS, facilities) programs; study and identify treaty support. You will formulate and express preliminary plans and activities programs by which actual treaty provisions will be implemented throughout the Navy strategic system community. You will explore and evaluate technical areas that might be impacted by changing treaty requirements for SWS system/equipment involving materials, chemical and safety engineering, storage and waste management. You will identify the diverse facilities, equipment, and process capabilities required for actual disposition of assets. You will conduct operational oriented analyses needed to identify specific assets impacted by Treaty requirements to include transportation, storage, logistical and other activities for their management and control. You will identify effects of treaty-related activities on ship operational readiness, existing RDT and E and other programs, on SYSCOM and other external programs and activities under activities direction. You will formulate strategies and plans to mitigate or deal with Treaty requirements and translates these to proposed engineering programs and projects by which they will be implemented.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating technical planning, and/or conducting studies, to ensure efficiency and effectiveness of nuclear weapons assets and programs.
