Duties

You will serve as a EEO Specialist in EEO NW located at Naval Base Kitsap Bremerton WA. You will provide leadership in and management of MD-715 Model Equal Employment Opportunity (EEO), Affirmative Employment, complaints, Alternative Dispute Resolution (ADR), and disability/reasonable accommodation programs. You will serve as expert and advisor to serviced-activities on federal Affirmative Employment Program (AEP) matters. You will support completion of the annual Model EEO program assessments in accordance with the U.S. Equal Employment Opportunity Commission (EEOC) Management directive (MD) 715, Department of the Navy, and command guidelines. You will work closely with, leads and/or advises activity barrier analysis teams and Special Emphasis Program Managers on identification and elimination of employment barriers that adversely impact individuals of EEO protected categories. You will gather data on barriers by conducting focus groups and interviews with employees, managers, and subject matter experts by reviewing, analyzing personnel data, presenting findings, etc. You will assist activities to develop objectives and planned action items as a result of barrier analysis efforts and ensures timely submission by serviced-activities of MD-715 annual assessments and plans and responds to program status requests. You will serve as a resource for executing ad hoc EEO data requests, custom reports and presentations, and data analysis for serviced-activities and EEO officials. You will develop, validate, and track metrics to support the EEO program, and works with database application managers and decision-makers to understand their requirements to ensure accurate and applicable data and information is obtained. You will analyze management practices, organizational structures, employment patterns, lines of progression (career ladders) to determine their impact on EEO. You will participate in the development and deployment of training for supervisors and employees in support of equal employment principles and best practices. You will analyze discrimination complaint activity, identifies trends and develops recommended approaches to prevent and to resolve complaints of discrimination, as appropriate. You will develop and conduct training on EEO programs and topics including complaints, ADR and harassment. You will support and promote the DON Alternative Dispute Resolution (ADR) program and obtain training and certification as a DON Mediator and Convener. You will develop and execute strategies, procedures and guidance for implementation of ADR initiatives to meet serviced activity needs. You will stay abreast of changes in policies, practices, and procedures governing the DON ADR program.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector exercising a high degree of judgment in establishing priorities and direction, and analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment.
