This position is located in the Department of Health and Human Services, Program Support Center, Financial Management Portfolio (FMP), Division of Accounting Services (AS), located in Rockville, Maryland.

Duties

The incumbent to serve as the Director of Accounting Services supervising a staff of subordinate supervisors and professional and administrative staff. The incumbent functions as a problem solver and change agent with assignments based on events such as government mandated process/policy effecting the Unified Financial Management System (UFMS). The incumbent for this position has full responsibility for the budget formulation and execution of the AS budget and provides special budget reports and analyses each month to the FMP Directors and PSC Leadership. This senior position has assignments to major problem areas such as assuring full compatibility of new customer manual and automated subsystems with primary AS systems including UFMS and Debt Management Collection System (DMCS). Directly supervises Supervisory Accountants/Financial Specialists positions that manages several branches and sections within Accounting Services. The incumbent has routine contact with other employees in the Division and multiple customer agencies to discusses such matters as the need to gather additional information, timeliness of information and documents which must be submitted to the accounting office, adequacy or implications of supporting documents, and continuing availability of funds.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Exercising the full realm of supervisory authorities for the staff who reports to the incumbent; Making recommendations and/or final decisions for restructuring or rescheduling long-range goals, objectives or plans; Evaluating existing reports, or accounts to identify data or document transactions which differ from the usual; Appropriately advising program personnel. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
