The primary purpose of this position is to serve as a Human Resources Specialist performing duties of administering a variety of civilian personnel programs for the Civilian Personnel Flight. Providing a wide range of management advisory services regarding affirmative employment, special emphasis programs, community outreach, recruitment, special hiring authorities.
Duties
Provides comprehensive personnel programs assistance to supervisors/managers across the installation. The programs include, but are not limited to: Furlough, Voluntary Early Retirement Authority, Voluntary Separation, Incentive Program, RIF (Reduction in Force) Avoidance, Affirmative Employment, Special Emphasis Program, Local Wage Surveys, Hiring/Forecasting, Recruitment, Environmental Differential or Hazardous Duty Pay, and DAWDF (Defense Acquisition Workforce Development Fund) execution.
Incumbent demonstrates understanding and knowledge of various functional areas, which involves a wide spectrum of human resources management concepts, laws, analytical and diagnostic methods and techniques.
Provides installation level human resource advisory services to management at all levels.
Consults with and advises managers and supervisors on possible repercussions of reorganizations, placement actions or regulatory changes.
Leads initiatives, studies and projects such as self-assessment reviews, pre-RIF exercises, student and summer employment recruitment programs, and other programs such as Recruitment, Retention and Relocation, Civilian Personnel Program advisories, Hiring/Forecasting, etc.

- The work requires the employee to obtain and maintain the appropriate security clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Performs other related duties as assigned.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, which includes 1 year (52 weeks) experience at the next lower broadband (NH-01), equivalent to the next lower grade (GS-04) or equivalent in other pay systems. General experience is described as experience with Federal Human Resources management program requirements, and HR principles, concepts, practices and techniques; knowledge and use of the provisions of a variety of public laws, executive orders, and federal regulations regarding recruitment and placement, affirmative employment, and other civilian personnel programs; identifies and develops solutions related to program improvement; applying basic principles, provisions, laws, regulations, practices, and techniques during recruitment efforts; gathering and analyzing facts in order to draw conclusions from information and experience in communicating that information clearly in writing and orally. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of Federal Human Resource Management program requirements, and Human Resource principles, concepts, practices, and analytical techniques.
Knowledge of the provisions of a variety of public laws, executive orders, and Federal regulations regarding recruitment and placement, affirmative employment, and other civilian personnel programs.
Knowledge of other Human Resource processes sufficient to identify and develop solutions related to program improvement in one or more Human Resource specialties.
Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of recruitment.
Ability to gather and analyze facts, draws conclusions from information, and communicates information clearly in writing and orally.
Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
