You will serve as an EDUCATION SERVICES SPECIALIST in the NAVY VOLUNTARY EDUCATION DEPARTMENT of NETPDC.
Duties
You will counsel clients on career goals and educational or training opportunities to achieve career objectives.
You will monitor progress of clients to verify educational or vocational progress toward career goals.
You will manage and administer tuition assistance programs and applicants to meet operational needs.
You will offer information and planning services to promote educational programs to prospective students.
Requirements

- Incumbent must be able to work aboard naval vessels at port and at sea for a period of several days.
Qualifications
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Successful completion of a bachelor's (or higher) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.
Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
Teaching methods: Study of teaching strategies and learning styles of the adult learner.
Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating with academic institutions to ensure proper completion of admission packages, registration for courses, or submission of documents; 2) Assessing the individual capabilities and educational needs of students/ prospective students; and 3) Reviewing, evaluating, or analyzing educational programs and/or issues associated with education (e.g. tuition assistance, counseling, education services, institutional requirements, etc. Note: This information must be supported in your resume.
GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assess customers' educational capabilities and educational needs and provide education advice/options to meet short and long term individual goals; 2) Monitor and process various education documents/requests submitted by customers (applications, issue tickets, etc.); and 3) Uses a variety of computer applications (e.g., Microsoft Office products, Visio, Adobe Acrobat) to conduct data analysis and to create products. PHYSICAL DEMANDS: The work is mostly sedentary; however, walking, bending, standing, lifting (less than 25 pounds), and climbing are required when providing outreach/Fleet Engagement services to other commands. May be required to go on board ships or travel (air, vehicle) for long durations to Continental United States (CONUS) and Outside Continental United States (OCONUS) Naval installations. Physical agility is necessary in order to work on board ships.
WORK ENVIRONMENT: Work is normally performed in an office setting. However, the incumbent must be able and willing to work from remote sites during installation visits and Fleet Engagement events, which may include shipboard visits.
Education
GS-09 In addition to specialized experience you may also minimally qualify for the position based on education as follows:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher graduate level education leading to a master's degree.
OR
A combination of experience and education as described above that equates to one year of experience. In which the percentage of the required education plus the percentage of the required experience equal one hundred percent.
GS-07 In addition to specialized experience you may also minimally qualify for the position based on education as follows:
Successful completion of one year graduate-level education
OR
Successful completed a bachelor's degree with superior academic achievement.
OR
A combination of experience and education as described above that equates to one year of experience. In which the percentage of the required education plus the percentage of the required experience equal one hundred percent.
