You will serve as an EDUCATION SERVICES SPECIALIST in the Navy Voluntary Education Department of NETPDC.

Duties

You will create documents (e.g., letters, memorandums, reports, correspondence, or other written documents) using Microsoft Word or similar word processing packages. You will maintain written communication with academic institution's representatives to support training plans and efforts. You will deliver educational briefs informing groups of available educational programs including curriculum, benefits, tuition assistance, and eligibility requirements. You will monitor progress of clients to verify educational or vocational progress toward career goals. You will advise clients on ways to improve education or training programs.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Identifying, developing and executing departmental or higher training program to include annual plans and individual lessons plans based on identified workforce shortfall, process improvement or employee/leadership input; 2) Demonstrating ability to review processes and programs to determine shortfalls or errors and make sound corrective recommendations to change/improve the process or program, and ability to implement those recommendations; 3) Demonstrating effective communications oral and written while working in a team environment communicating with customers, supervisors, and executive leadership; 3) Researching, planning/organizing and executing assigned projects as a team member or team lead; 4) Providing educations counseling to individuals; 5) Researching, planning/organizing and executing assigned projects as a team member or team lead. Positive Education RequirementApplicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below.

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
