You will serve as a SUPERVISORY EDUCATION SERVICES SPECIALIST in the NAVY VOLUNTARY EDUCATION DEPARTMENT of NETPDC.

Duties

You will provide supervision and oversight to Navy College’s Education Programs Division, which includes planning, directing, coordinating, and evaluating the Navy Voluntary Education (VOLED) education programs. You will provide professional and technical assistance to the Navy College Virtual Education Center (NCVEC) Division that involves administration, planning, development and improvement to all divisional services, output, and budgeting. You will participate in high level conferences with representatives of local, county, state and federal educational institutions and agencies and ensure successful execution of continuous improvement initiatives. You will modify, adapt or otherwise changes plans and procedures for program activities based on evaluation findings or audit reviews. You will provide subject matter expertise and guidance to subordinates to include work planning and review, interpretation of guidelines and reporting and record keeping requirements. You will serve as onsite supervisor planning work to be accomplished, establishing work priorities, interviewing candidates for job vacancies, resolving grievances, identifying developmental and training needs, and fostering teamwork.

  • Walking, bending, lifting and climbing are required when providing outreach service to other commands. Incumbent may be required to go onboard ships.
  • Travel to attend consultations, conferences, meetings, and Fleet Engagements is required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting requirements for Voluntary Education programs to ensure activities operate in accordance with DoD directives, instructions, and policies; 2) Using qualitative and quantitative analytical techniques to conduct studies and gather data for measuring the effectiveness and efficiency of adult educational services or programs; 3) Developing and coordinating projects to include identification of work, scope of the project, or programs and deadlines for completion; and 4) Creating and conducting briefings/presentations to various groups to include senior level civilian and military personnel. A degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

  1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
  2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
  3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
  4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
  5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.
  6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
  7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
  8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
