This position is located in the Department of Health and Human Services, Program Support Center, Real Estate, Logistics and Operations (RLO), located in Rockville, Maryland and Washington, District of Columbia.
Duties
Directs the maintenance operation activities performed by a wide-variety of private contractors.
Effectively lead meetings with Executive Officers and Operating Division (OPDIV) facility heads, adequately communicating key updates, results of reports and analysis, and prepared data to answer customer questions.
Develops procedures, prepares cost projections, inspects facilities, works with leadership and other program officials to plan or implement facilities improvement, and provides the support and coordination necessary to ensure that the facility needs of customers are met.
Prepares budget for assigned programs.
Provides guidance, explains procedures, provides reports or analysis, interprets policy, provides cost projections, recommends alternatives, and participates in development of policies and financial management plans.

Qualifications
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.
Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:
Leading or managing facility and/or building operations and programs.
Performing contractor oversight, and reviewing project plans.
Identifying problems and providing resolutions.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
