You will serve as a Supervisory Attorney Advisor for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas. This position is responsible for supervising subordinate Attorney Advisors and support staff performing disaster related loan processing for businesses and individuals.
Duties
As a/an Supervisory Attorney Advisor at the GS-0905-13, some of your typical work assignments may include:
Coordinate Account Department legal activities with all other sections of the Processing Disbursement Center (PDC) to assure smooth and timely file flow between departments; as directed, coordinate with other SBA offices and agencies involved in disaster assistance.
Monitor and evaluate home, business, and economic injury disaster loans for compliance with all statutory, regulatory, and administrative guidelines.
Analyze departmental legal performance and identify problems in all phases of the operation and recommend corrective actions.
Assure effective inter-and intra-department communications and resolve disagreements among subordinates.
Ensure that all information provided to loan applicants by department is accurate and consistent.
Serve as a supervisor to legal staff such as attorney-advisors, paralegal specialists, and other legal support staff.

This is an Excepted Service position and will be filled through an alternate hiring process and is not in the competitive service.

Requirements
- U.S. citizenship is required.
- You must be able to obtain and maintain a Government travel credit card.
- Favorable background investigation and credit check are required.
- Current and active member in good standing of the bar of a state, territory of the US, District of Columbia, or Commonwealth of Puerto Rico, and eligible to practice law.
- A one-year supervisory/managerial probationary period may be required.
- You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory/managerial probationary period.

Qualifications

Basic Qualification Requirements:
Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. To qualify for a GS-13, applicants must possess at least 3-years of professional legal experience following law school graduation;
Additional Qualification Requirements:
Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for this position on your resume or you will be rated "Ineligible."
GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Providing legal advice based on research and interpretation of loan program laws, regulations, policies, and Standard Operating Procedures (SOPs) as well as on various other federal, state, and local laws, regulations, and practices;
Communicating orally and in writing ideas, data, and training materials to various levels of management;
Closing and disbursing home (consumer or mortgage) and business (commercial) loans in a computer-based management system;
Reviewing home and business loan documents for legal sufficiency and compliance with applicable regulations and guidelines; AND
Supervising and/or evaluating workload, distributing assignments to subordinates, and ensuring quantity and quality of work is maintained.
