This position is located in the Health Resources and Services Administration, Health Systems Bureau, Division of Injury Compensation Program. The duty location is in Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As the Supervisory Program Analyst, you serve as the Deputy Director for the Division of Injury Compensation Programs (DICP) and exercise delegated authority in providing leadership and guidance regarding the administrative and human resource management functions relative to the staff supervised.
Your major duties and responsibilities include:
Developing comprehensive legislative proposals to address evolving national healthcare policy issues relating to the National Vaccine Injury Compensation Program (VICP), the Countermeasures Injury Compensation Program (CICP), and the Medical Claims Review Panel (MCRP).
Developing and implementing critical financial management initiatives aimed at improving program management.
Participating in the development and implementation of program performance measures and systems to track outcomes.
Managing the Advisory Commission on Childhood Vaccines (ACCV) and developing policy, regulations, budget formulation, and legislation.
Representing the Health Resources and Services Administration (HRSA) in legislative discussions and negotiations on the VICP and CICP with key Departmental and Office of Management and Budget (OMB) officials, and Senate and House staff on legislative issues and amendments to VICP and CICP legislation.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience include performing the following types of tasks on a regular and recurring basis:
1. Managing organizational public health programs and initiatives, to include monitoring, analyzing, and evaluating policy changes to ensure compliance and report findings to senior officials.
AND
2. Overseeing the development and establishment of short- and long-range public health program goals and objectives to facilitate strategic planning of public health programs and initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
