Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is recruiting for a Lead Human Resources Specialist (Recruitment and Placement). Lead Human Resources Specialist (Recruitment and Placement) will function in VISN 10 Human Resources Management Service within Ann Arbor SBU.

Duties

Lead Duties/Responsibilities 25% Communicates to the team the assignment, project, problem to be solved, actionable events, milestones, program issues under review and deadlines and timeframes for completion, ensure that goals and objectives are met for recruitment and placement. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to ensure compliance. Maintains a high level of work production in the section. Reports to supervisor on the performance, progress, training needs of team members and any behavior problems noted. Assists in providing guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained. Staffing Quality Review 25% The position is responsible for the quality review of Staffing, Recruitment and Placement information management systems and its management to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. The position serves as a Senior quality reviewer for the Staffing Section. Provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Quality Review Management of Personnel Actions Request (PAR} within the Human Resources Management Service applicable database (HR Smart}. Reviews all facets of work for their team including recruitment and retention efforts. Serves as a Senior quality reviewer for all Staffing personnel actions to include reviewing and releasing actions. Incumbent will conduct a thorough review on personnel actions processed to ensure the actions are in adherence with all regulatory and legal requirements. Recruitment & Placement 25% Evaluates applications and resumes using Office of Personnel Management (OPM} and Veterans Administration (VA} qualification standards, verifies eligibility, and rates and ranks applicants. Adjudicates and makes decisions on applicant appeals and agency's request to pass over (or objects to} eligible(s} certified. Provides input to the immediate supervisor on final decisions. As authorized by OPM, he/she is responsible for drafting and preparing announcement(s); evaluating, rating and ranking applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files and pending files, etc.; issues Notice of Ratings (NORs); and issues and audits certificate of eligible. Prepares or edits final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development. Reviews work of this nature done by lower staff, as requested by the immediate supervisor. Consultation 25% Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems. Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process. Advises on the selection of SMEs and the rating panel process. Provides management advisory services in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment. Prepares written correspondence and other documents. Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, responses to reconsiderations, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives and applicable supplements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023. Basic Requirements: Merit- Based Method - One year specialized experience requiring knowledge of and/or skill in applying basic HR concepts, laws, principles, methods, practices and/or HR systems. Education-Based Method - Successful completion of bachelor's degree ( or higher). Must be related to career field. Training- Based - Successful completion of at least 12 credit hours of college-level (associate degree or higher level) course work in any of the following types of fields, majors or programs or those closely related as evidenced by the course or programs: HR (general), HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and humanities; Successful completion of at least four formal training courses in HR; Successful completion of a formal certificate program in any of the areas (or related areas) listed above; Current professional HR certification through the Society of Human Resource Management (SHRM), HRCI®, International Public Management Association (IPMA) (or Public Sector HR Association (PSHRA)), American Society for Health Care Human Resources Administration (ASHHRA) or an organization or company that has a formal structure and is nationally recognized by the profession. AND Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12(Criteria 2). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Comprehensive knowledge of, and skill in applying, a wide range of classification, position management, and job grading principles, practices, laws, regulations, policies, and precedents. Expertise in resolving complex, controversial and unprecedented issues and problems, while fostering an understanding and acceptance of findings and recommendations. Applies knowledge to review positions, write in-depth reports of findings related to unique issues, conduct desk audits, and prepare evaluation statements. Knowledge of, and skill in applying, analytical and diagnostic techniques for purposes of conducting trend analysis. Ability to apply qualitative and quantitative techniques to identify, evaluate, and recommend interventions to management for HR related problems and issues. Skill and ability to communicate both written and orally to develop, prepare, present, defend, negotiate, and resolve complex issues. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Comprehensive knowledge of, and skill in applying, a wide range of classification, position management, and job grading principles, practices, laws, regulations, policies, and precedents. Expertise in resolving complex, controversial and unprecedented issues and problems, while fostering an understanding and acceptance of findings and recommendations. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
