The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. The Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is recruiting for a Supervisory Human Resources Specialists (Recruitment & Placement) that will service the VA Northeast Ohio Health Care System SBU.
Duties
The Supervisory Human Resource Specialist position is responsible for supervising the VISN R&P SSU Staff and administering the VISN's Federal recruitment, placement, and staffing programs. Provides expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff.
The principle duties and responsibilities of the Supervisory Human Resources Specialist include, but are not limited to the following:
Implementation of R&P policies and regulations; development of local policies and procedures, and briefing VISN and medical centers' (MC) management on the status of these programs; train subordinate staff, VISN staff and management regarding the latest information; preparing communications regarding current and future requirements and information and serving as the VISN's policy and regulatory subject matter expert (SME) for these programs.
Plans and conducts studies and analyses of the VISN and MCs' staffing needs and requirements.
Reviews data from feedback mechanisms, performs analyses, summarizes information, identifies trends and develops and implements recommendations.
Prepares and completes study reports and makes recommendations to VISN and MC management.
Administers the VISN's recruitment and placement activities supporting the mission and operations of the VISN and its MCs to include plans for hard to recruit positions and executes special recruitment programs to attract well qualified candidates.
Provides R&P guidance and renders decisions on complex issues/situations unresolved by subordinates on a continuous basis through review of completed work and production goals achieved.
Reviews administrative and technical procedures to attain maximum efficiency, economy, and effectiveness of operations.
Maintains high levels of work production and sustains a high degree of database accuracy on all types of personnel actions. Assures customer inquiries are resolved promptly.
Manages the daily operations of the R&P SSU with the responsibility for integrating and coordinating all areas of the R&P program.
Oversees advisory services based on the VISN and MCs priorities and takes proactive measures to anticipate these future needs by prepositioning work products (vacancy announcements, job descriptions, skills assessments, etc.) in expectation of new projects and programs.
Plans and directs staffing section operations.
Provides guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained.
Recommends/makes selections for subordinate nonsupervisory work/group leaders and other staff members.
Recommends awards or bonuses for nonsupervisory personnel and recommends changes to work assignments, subject to approval by higher-level officials.
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases and identifies and arranges development and other training needs of employees.
Counsels subordinates, develops performance standards, and rates staff.
Encourages and acts upon employee suggestions for work improvement.
Schedules vacations and approves leave of subordinates.
Maintains a high level of work production in the section.
Oversees the daily operation of the unit and ensures that agency policies and priorities are being followed.
Provides advice, counsel, and instruction to employees on both work and administrative matters.
Resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Expert knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Knowledge of all Human Resources (HR) functional areas to include: Employee Labor relations, Benefits and Management Systems, Staffing and Position Management, Education and Development, and Office of the Chief. Ability to provide HR services to local, regional and national executive management employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Knowledge of and ability to submit Personnel Action Requests and approve SF-52's. Ability to Train and guide staff on recruitment efforts and utilizing USA Staffing & HRsmart. Knowledge of Supervisory procedures and processes. Ability to communicate with customers, co-workers, and supervisors to plan, coordinate or advise on work efforts or diagnose, interpret, and resolve technical problems and issues; communicate with groups or individuals to provide training to customers; expresses information effectively, taking into account the audience and nature of the information.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
