The incumbent manages all aspects of the Committee business. Duties

*** Position being filled is a TERM Appointment, not to exceed three years. TERM appointments do not confer eligibility to a permanent position and may be terminated at any time, or may be extended to a maximum of four (4) years at the discretion of the Agency. A term employee does not acquire a competitive status on the basis of his term appointment. Term employees are required to service a one-year trial period and are eligible for benefits. The incumbent ensures appropriate forums to enable examination analysis, recommendations submitted to the VA Secretary, and the review and examination of various core program and project activities. The incumbent is responsible for the enforcement of the committee charter (and renewals), meeting agendas (for the mandated two to four meetings annually), preparation of the annual reports to Congress, adherence to the FACA regulations, and the official conduct and logistics planning for the full Committee (and subcommittee) meetings. Specific duties include: Requirements include communication, cooperation, organization, and coordination of all aspects of the Committee specifically organizing and facilitating crosscutting activities within the Committee and other entities that fall under the VA's Advisory Committee and Management Office (ACMO), as needed. Responsible for managing the General Services Administration (GSA) FACA database internet site where publicly available information is maintained regarding Committee proceedings, reports, memberships and financial reporting. The dedicated website ensures recordation, archive and transparency of the Committee business to all stakeholders. Incumbent serves as advisor and senior consultant to the OTED FAC committees and subcommittees on issues concerning the requirements, policies and procedures, and compliance of Federal Advisory Committee and its adherence to FACA regulations and official conduct and logistics. Acting as a senior consultant, incumbent captures issues brought up by the communities and ensures they are addressed quickly. Incumbent attends events on behalf of the Veterans Benefits Administration ensuring that VA and OTED to build and manage relationships in areas and states in which Veterans and Veteran's families, caregivers, and survivors are represented. Incumbent must be knowledgeable of VA, Veteran and FAC issues and emerging trends. Ensures that the Annual Assessment Plan and Annual Operations Plan are submitted by December 1, of each year (after review, approval, and signing) by the Chief, Veterans Experience Officer; Chair; and DFO. Coordinates gathering data and providing analysis (across many diverse modalities). Managing and maintaining all Committee records which are made available to, or prepared by, the Advisory Committee and adhering to the applicable Records Control Schedules. Designing a measurement and management method for all initiatives/solutions developed by the Committee which are coordinated for action both within the Department of Veterans Affairs and to external organizations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/23/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Applicants must have one (1) year of specialized equivalent to at least a GS-13 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. The applicant must have extensive knowledge process for establishing, operating, overseeing, and terminating Federal advisory committees process for establishing, operating, overseeing, and terminating Federal advisory committees and the ability to manages all aspects of the Committee business. Requirements include communication, cooperation, organization, and coordination of all aspects of the Committee competencies and backgrounds to include but not limited to: 1) comprehensive knowledge of pertinent regulations, policies and precedents that affect the assigned program sufficient to researches problems to isolate and identify the origin, cause, and effect on the total mission of the program; to recommend methods and procedures for improvement or correction and to develop new approaches or methods for application to major agency programs and operations, 2) expert knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of assigned program effectiveness and the improvement of complex operations and coordination processes, 3) expert knowledge of program goals and objectives, the sequence and timing of key program events and milestones in order to assess program effectiveness and the improvement of complex program and management processes, and systems encompassing difficult and diverse functions or issues that affect critical aspects of a major government program. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary.
