Serves as the Secertary to the Director of Contracting (DoC), Deputy Director of Contracting (DDoC), and to the staff of the Network Contracting Office (NCO). Ensures that the different and varied administrative support functions for which responsible are handled in a manner to enhances the efficiency of the NCO as a whole.

Duties

Major Duties and responsibilities include but are not limited to: Responsibility to coordinate matters with other VA (Veteran Affairs) offices, government agencies, and contractors.Prepares correspondence, statistical graphs, logs, and reports in final form, ensuring correct punctuation, capitalization, spelling, and grammar and that suspense dates are met. Additionally, determine the correct format of typed materials to determine if it is acceptable in accordance with VA published standards. Receives calls for the NCO (Network of Contracting Office), answers routine requests, and refers phone calls. This could include answering requests for information or responding to requests for materials in the absence of the supervisor. Assists with travel requirements, which may include visits to field facilities and various sites throughout the VA facilities for staff meetings, appearances before veterans groups, national and VA facilities committee meetings, management seminars, and professional education. Recognition of the staff's priorities, program plans and available time, and fiscal implications of different travel arrangement options. Receives significant amounts of incoming department and directives, handbooks, information letters, and other official information; determines appropriate action, including routing to NCO staff for action, filing for information, or destroying. As the principal timekeeper for time and attendance, must learn and stay abreast of complex rules and regulations governing time and attendance. Assist the NCO in assuring that all leave is properly accounted for and in accordance with applicable policies and regulations. Communicate with their supervisor and Human Resources to obtain guidance and information that is needed to carry out these responsibilities. Gathers, inputs, and organizes data from available information systems from field programs whose data are not captured on established or real-time systems; and, when necessary, establish new data collection procedures for specific programmatic activities or for programmatic evaluation. Provides instruction and assistance to facility-level personnel and offices on these procedures and administrative policies. Assists with confidential and sensitive contracting or personnel matters that are brought to the attention of the DoC (Director of Contracting)/DDoC (Deputy Director of Contracting). Will both prepare bulletins/procedures and assist others in the preparation as may best facilitate support of the program. Perform a wide variety of administrative and program support functions using different skills and abilities and must successfully pass all required training to receive and maintain a Government Purchase Card, including purchasing needed office supplies and may make other purchases under the micro-purchase threshold that are needed to support the NCO. Performs other related duties as assigned. Work Schedule: 8:00 am to 4:30 pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized telework at the discretion of the supervisor. **Remote: This may be a remote position. (Remote refers to work performed on full-time basis anywhere other than a VA facility or using VA-leased space.) **Virtual: This is not a virtual position. (Virtual refers to work performed on full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) ****For this position, telework (up to 80% per pay period) or remote work (100% off-site) may be authorized upon supervisor approval if within the local commuting distance (approximately 50 miles) of one of the advertised Network Contracting Office 23 duty stations. To qualify for this position, applicants must meet all requirements by the closing date of this announcement .10/24/2023 Specialized Experience: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge regarding federal contracting policies and procedures with a foundation of administrative concepts and practices. Experience in recommending changes in administrative policies, devising and installing procedures and office practices, and the ability to foresee administrative problems and requirements. Knowledge of computer technology, statistical programs, and database management applicants. Knowledge of word processing, spreadsheets, desktop publishing, using a calculator to compute travel vouchers, and other calculations. Must maintain smooth flow of verbal and written communications, follow up on commitments, data and special projects into the office from a broad diversity of groups. Experience in providing administrative support in setting up conference calls, meetings and conferences Education: There is no education substitute for the GS-7 grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
