This position functions as the procurement assistant position in Pharmacy Service in support of procurement and inventory management of pharmaceuticals, medical supplies, and equipment. This position requires extensive working knowledge of Acquisition and Materiel Management (A&MM) policies and regulations. The position requires comprehensive knowledge of VA regulations and VA information systems concerning procurement techniques and obligation of Federal funds.

a. Assists the procurement technician with procurement and ongoing inventory management of drug products and medical supplies in the department. Monitors utilization rates to ensure cost-effective turnover of inventories on hand. Orders from various procurement sources, including prime vendor and direct contract and non-contract sources.
b. Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, based on the fiscal status of the pharmaceutical budget.
c. Maintains department's procurement fund control records, verifies information, and reconciles all procurement problems. Compiles and analyzes data from a variety of sources.
d. Acts as procurement assistant for securing and coordinating the processing of outdated, returned, unusable, and excess inventory for credit through the reverse distributor or processing as pharmaceutical waste. Ensures the handling and processing of general pharmaceutical waste and hazardous pharmaceutical waste is done in accordance with VHA and EPA regulations.
e. Serves as procurement assisting with the biennial physical inventory of all controlled substances and ensures records are maintained in accordance with VHA and DEA regulations.
f. Designated as procurement assistant for the Equipment Inventory Listing Verification Officer for the department.
g. Assist procurement technician and procurement pharmacist with processing of all manufacturer and FDA recalls of pharmaceuticals and medical supplies. Ensures recalled items are properly handled and processed for return to the appropriate source.
h. Maintains the department borrow/loan ledger that is reconciled every month to document borrow/loan transactions with other hospitals and medical facilities. All loans must be recovered and borrowed items repaid monthly.
i. Assists the Associate Chief, Pharmacy Operations, in monitoring and tracking utilization of high-cost non-controlled substance medications. Reports inpatient and outpatient high usage areas and usage trends as needed.
j. Provides resource support to all members of the pharmacy staff regarding drug storage requirements, procurement, and inventory management. Provides orientation and training on these areas to all members of the pharmacy staff.
k. Performs all the duties of lower graded technicians, if required. l. As deemed necessary by the Associate Chief, Pharmacy Operations, assists in other patient care areas to maintain the consistency of overall pharmacy services.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment. For occupations which require an active credential (licensure/certification/registration) at all grade levels, at the discretion of the appointing official, an employee may be reassigned to another occupation for which he/she qualifies if a placement opportunity exists. For occupations which require an active credential (licensure/certification/registration) in assignments above the full-performance level only, at the discretion of the appointing official, an employee may remain at an appropriate lower grade level in the occupation when both of the following apply: the credential is not a requirement and a placement opportunity exists.

English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-06:
Experience. One year experience at the next lower level, and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs.
Certification. PTCB certification is required at this grade level and above.
Demonstrated Knowledge, Skills, and Abilities:
Ability to solve problems and make recommendations, e.g., troubleshoot operational problems and refer for appropriate action.
Knowledge of the operation and care of automated equipment.
Knowledge of, and ability to follow, written instructions for compounding with aseptic technique for hazardous materials such as oncology agents.
Knowledge, and ability to perform, compounding with aseptic technique for routine sterile products.
Knowledge of policies and procedures for inventory management in specialized areas such as emergency carts.
Knowledge of the computerized prescription process demonstrated by the ability to input prescriptions and medication orders

Physical Requirements: Functional Requirements: heavy lifting (45lbs and over); reaching above shoulder; use of fingers; walking (3 hours per day); standing (8 hours per day); kneeling (2 hours per day); repeated bending (4 hours per day); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye 20/20 and to 20/40 in the other; ability to distinguish shades of colors; hearing (aid permitted).
