This position serves as the technician supervisor for Pharmacy Services. The pharmacy technician supervisor is responsible for the assigned technicians in all pharmacy activities. The position requires specialized knowledge of pharmacy operations and a comprehensive knowledge of VHA, VISN, and local formulary management guidelines and restrictions.

Duties

MAJOR DUTIES AND RESPONSIBILITIES Patient Care Duties 1. Responsible for timely maintenance of all aspects of technician dispensing of inpatient medications including: IV's, ward stock, controlled substances, and pharmacy automation devices. 2. Responsible for the timely maintenance of all aspects of technician dispensing of outpatient medications, including controlled substances. 3. Responsible for accomplishment of all aspects of technician stocking of clinic areas. 4. Ensures all required basic pharmacy monitoring functions are complete including inspections, temperature, and cleaning logs. 5. Ensures the proper operation and maintenance of all automated pharmacy equipment. 6. Reviews vault reports daily. 7. Patient care functions require in depth knowledge of computerized prescription records system and pharmacy software operating systems, CMOP dispensing and prescription tracking. 8. Perform direct patient care functions where assigned. 9. Must be able to understand, execute, and communicate controlled substance procedures. 10. Encourage pharmacy technicians to report actual and/or potential medication errors or adverse events and participate in quality improvement initiatives to promote patient safety. Administrative/Program Management 1. Coordinates, develops and oversees the efforts of the assigned technicians in all pharmacy activities. 2. Works closely with pharmacy management in establishing overall operational policies and procedures in accordance with Eastern Kansas Hospital Policies and procedures, and VHA handbooks, manuals, directives and memorandums. 3. Identifies and assesses workload volume throughout the day for the purpose of making adjustments designed to meet organizational needs and goals. 4. Ensures and documents that all technicians are trained, competent and compliant with all processes. policies, and procedures. Provides positive and constructive feedback to technicians in order to promote a positive and successful work environment. Documents and communicates disciplinary action when required. 5. Performs all duties of lower graded technicians, as required. 6. Incumbent will be proficient in all pharmacy technician duties at all times and will lead by example in productivity, behavior, attitude and appearance. 7. Requires the ability to effectively communicate orally and in writing with Veterans, caregivers, providers, and other VHA personnel. 8. Follows all policies and procedures relating to medication management safety systems which include but are not limited to High Alert Drugs, Look Alike/Sound Alike Drugs, and use safety of Multi dose dispensing pens. 9. Responsible for scheduling, planning and granting leave. ? 10. Reviews performance appraisals and initial competencies with all technicians. 11. Assures all pharmacy employees receive on the job training of technician functions, policies and procedures that are required for their specific position. 12. Provides continual evaluation and feedback to all employees and provides additional training to those employees exhibiting deficiencies. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment. Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-8 Experience. One-year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): Demonstrated Knowledge, Skills, and Abilities 1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments). 2. Ability to apply management and leadership principles. 3. Ability to communicate orally and in writing. 4. Extensive working knowledge of the pharmacy operation. 5. Ability to assess staff needs and provide appropriate training. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select; complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all the following standards, provided the standard is part of their assignment. Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as supervisors or in an equivalent assignment in a Pharmacy Service, or for a specific unit or section. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position, you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. References: See VA Handbook 5005, Part II, Appendix G28. The full performance level of this vacancy is GS-8. The actual grade at which an applicant may be selected for this vacancy is GS-8. Physical Requirements: Functional Requirements: heavy lifting (45lbs and over); reaching above shoulder; use of fingers; walking (3 hours per day): standing (8 hours per day); kneeling (2 hours per day); repeated bending (4 hours per day); both legs required; ability for rapid mental and muscular coordination simultaneously: near vision correctable at 13" to 16"; far vision correctable in one eye 20/20 and to 20/40 in the other; ability to distinguish shades of colors; hearing (aid permitted).
