Duties

Serves as the administrator for the service within the talent management system (TMS). Pulls reports for the supervisor to ensure employees are completing their assigned training timely. Works as primary timekeeper for the fiscal service, working with four supervisors and four units within the fiscal service. Completes all building access requests for supervisor. Tracks all PIV Card expiration dates and prepares renewal requests timely so there is no break in computer access for employees within the service. Receives emails, phone calls, mail and correspondence from Veterans, Vendors and internal VA customers and forwards them to the appropriate contract point within Fiscal. Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Edits letters composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries. Maintains all the email group names for the service and updates as requests are provided. Prepares all the forms required for Records Management for the Service. Plans and carries out the work of the office and handles problems and deviations in accordance with established instructions, priorities, policies, commitments, and program goals of the supervisor and accepted practices of the occupation. Schedules appointments, coordinates meetings, and or schedules conferences. Attends meetings, prepares meeting minutes, and follows up on action items with appropriate staff members independently. Completes the biannual chemical inventory for the medical center ensuring the database is updated with any new products. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the the closing date of this announcement, 10/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: receiving visitors and telephone calls to the office; carries out and coordinates all clerical and day-to-day administrative support activities, to include timekeeping; provides clerical and administrative assistance to the organization; scheduling appointments; coordinating meetings and conferences, preparing correspondence, reports, memoranda using multiple automated programs and/or software and maintaining files. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school level education in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position: CommunicationsComplianceFlexibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The employees work is mostly sedentary; however some walking, standing and carrying- light items is required. Light lifting sometimes involving working close to the floor is involved. Work Environment: The work environment involves the normal risks of administrative operations within a hospital. There can be proximity to acutely and chronically ill patients. The employee will know and practice general personals and institutional safety guidelines.
