This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Division of Real and Personal Property (ORPP), Personal Property Management Office (PPMO). The PPMO has the primary responsibility to plan, coordinate and execute a wide variety of program management services regarding Personal Property and Fleet Management for the Department of Labor (DOL) nationwide.
This position is inside the bargaining unit.
Duties
For 0343-12: Duties performed will be the same as those performed at the GS-13 only with more supervision.
For 0343-13:
Serves as a senior technical advisor to all offices within DOL nationwide in Personal Property and Fleet management.
Develops and maintains DOL-wide policies, guidelines, and procedures related to the Personal Property and Fleet Management programs.
Reviews and interprets guidance on the laws, regulations, and directives established concerning personal property and fleet accountability and administration.
Develops and maintains proficiency in all available databases to support DOL and subagencies reporting requirements.
Gathers data, conducts studies, and makes recommendations to support DOL's personal property and vehicle fleet management programs.
Prepares and presents operating instructions, annual reports, information briefings, training, DLMS updates, and other related technical materials to support DOL's Property and Fleet Management Programs.
Assists DOL sub-agency components with the development of the annual budget and expenditures and analyzes all financial objectives.
Monitors vehicle preventative maintenance, repairs, and mileage and coordinates with components to validate requests for state licenses.
Assists the Agency Accountable Property Office (APO) with accountability procedures, issues, transfers, and disposal of agency-owned assets.
Ensures all leased or owned assets are accurately recorded and controlled through AUTOS and PMS
Coordinates as a liaison between staff and supported elements to improve the effectiveness of personal property and fleet program activities.
Supports the development of data calls to assist with meeting annual report requirements and personal property and fleet designations.
Reviews and analyzes current operations, work in progress, and disposal plans in relation to operational feasibility, adequacy, uniformity, and conformance to regulatory requirements.
Facilitates and implements corrective actions to achieve department-wide transportation objectives.
Consolidates, analyzes, and submits the department-wide fleet management data related to all FAST reports.
Gathers data, conducts studies, and makes recommendations to support DOL's personal property and vehicle fleet management programs.
Responsible for understanding, documenting, and articulating required personal property and fleet management data and vehicle level data (VLD) to support recommendations for program improvements, internal controls, annual reporting, and maintaining the integrity of data elements.
Responsible for the review and analysis of the Department's annual Agency Fleet and Property Management Plans.
Prepares and presents operating instructions, annual reports, information briefings, training, DLMS updates, and other related technical materials to support DOL's Property and Fleet Management Programs.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the "Specialized Experience" to qualify for Management & Program Analyst, as described below.
For GS-12 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service.
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-12 includes: Experience in managing Federal personal property and fleet programs at the department level; Ability to develop and recommend policies, provide problem-solving solutions to programmatic issues, and develop department training that supports both HQ and field personnel.
Qualifying specialized experience for GS-13 includes: Extensive experience in managing Federal personal property and fleet programs at the department level; Ability to develop and recommend policies, provide problem-solving solutions to programmatic issues, and develop department training that supports both Senior Leadership and departmental leads.
