This National Guard position is for a BASE SERVICES MANAGER (TITLE 32), Position Description Number D2042000 and is part of the FL 125th FW, National Guard.

Duties

As a Base Services Manager, GS-0301-11, you will ensure services combat readiness is achieved through the analysis, supervision, development, and implementation of Base Services programs, missions, functions, activities, and events. Performs evaluation of unit manning document (UMD) and flight force structure to ensure personnel resources are identified, recruited, filled, retained, and employed. Analyzes designed operational capability (DOC) statements, status of skill-level and ancillary training for assigned personnel and availability and condition of required equipment. Provides recommendations to senior staff for submission and up channeling of readiness reports. Develops, accomplishes, and submits critical program reviews and status reports via chain-of-command and readiness reporting systems in accordance with National Guard Bureau (NGB) and Joint Chiefs of Staff (JCS) combat requirements. Researches, verifies, and implements MAJCOM initiatives to maintain consistency with Total Force requirements. Develops, publishes, and/or supervises accomplishment of tactical/strategic training plans and operating instructions to optimize readiness posture in changing combat environment.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION:This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADES: Enlisted: E6 thru E8 TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS11, must have at least 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
