You will serve as a SUPERVISORY PORT OPERATIONS SPECIALIST in the Port Operations Section of COMNAVREG SE JAX.

Duties

You will serve as resource provider for regional assets (e.g. pilots, contract tugs, service craft management, regional programmatic support staff). You will provide policy guidance to region program directors, action officers, and technical experts. You will exercise supervisory authorities (e.g. selections, assignments, training, promotions, details, discipline, awards) in compliance with Equal Employment Opportunity (EEO) and Affirmative Action programs. You will coordinate strategy for inegrating maintenance and modernization schedules with maintenance teams (e.g. project managers, port engineers, ship superintendents).

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide technical management of complex systems and sub-systems including Oil Spill Response Equipment and Plans, Port Operations Training, Utilities Boats, Yard barges, Tugboats, Security Boats, Barrier Boats, Waterfront Equipment, and Weight Handling Equipment; 2) Serve as technical advisor to the program director in regards to Service Craft & Oil Abatement equipment or Mission readiness Cell Training OR the Regional Boat Maintenance Center, and Fleet Liaison; 3) Oversee Regional Contract Officer's Representative (COR) for performance of work and providing recommendations; and 4) Conduct financial analysis for programmatic budgets, program reviews, execution tracking, and analysis of historical data.
