Duties
Serves as the Branch Chief for Equipment Management Solutions (EMS) integration with all Federal Government agencies on behalf of the Defense Logistics Agency (DLA);
The position provides a senior focal point for the resolution of administrative issues and execution of EMS throughout assigned geographical area.
Administration and execution of EMS includes but is not limited to the management and oversight of contract administration, billing, invoicing, workload planning, workload management, budget administration and customer service.
Work closely with Document Services representatives, J8 Accounting Centers of Excellence (COE) and DLA Contracting representatives to discuss current and future EMS contractual, financial and administrative requirements.
Represents Document Services ad hoc and/or regularly scheduled Department of Defense (DoD) and Federal committees involved in business areas for which Document Services can provide document automation services used in conjunction with the EMS program
Keeps abreast of copier industry trends and new technology and Document Services implementation of these technologies in order to effectively deliver EMS;
Recognize and provide internal and external customer support; address customer issues as they arise; build confidence in Document Services products and services to customers;
Maintain optimal customer loyalty to Document Services and ensure customer funding is in place for all EMS requirements.
Recommends collaborative marketing, sales and customer service techniques in identifying agency-wide requirements that may be satisfied by one or more Document Services offices area of responsibility.
Provide oversight of vendors in their performance by ensuring Contracting Officer Representative (COR) assignments;
Ensure COR training is completed, ensuring the meeting of technical specifications, and work is completed on time and in accordance with the terms and conditions of the contract.

Qualifications
To qualify for a Supervisory Document Automation Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS- 13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applies knowledge of document automation and information management technologies, equipment and system capabilities, uses, and processes in order to propose the most effective EMS solution to the DOD and Non-DOD Federal customer base.
Extensive use of DLA Document Services printing management programs and marketing of automated publishing, electronic printing and duplicating services.
Provides guidance to assigned EMS personnel regarding Document Services business proposals and business case analysis regarding the use of Document Services-EMS and Defense Working Capital Fund operations.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Substitution of education may not be used in lieu of specialized experience for this grade level.
