This position is located in the US Department of Agriculture (USDA), Office of the Chief Financial Officer, Associate Chief Financial Officer, Financial Policy and Planning, Internal Controls Division (ICD). Incumbent conducts analysis that will assist in the planning, and execution of the A-123 assessment; Audit and Compliance Follow-Up activities; planning and execution of procurement and budgetary activities and corresponding data analysis

Duties

Analyzes the issues in assignments, then selects and applies accepted analytical techniques to the resolution of procedural problems. Analyzes (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Conducts or participates in the discussion of findings with activity personnel. Evaluate program effectiveness to include utilization of cost, quality, and production schedule statistical factors. Prepares management studies which present findings identifying causative situations and recommends corrective action. Resolves complex day to day operating problems involving policies, procedures, and fiscal and accounting matters requiring contact with Federal agencies. Collects data to ensure corrections to sy stems, operations, and/or programs are complete and supported by documentation. Collaborates with analysts or other departments to obtain multiple perspectives on how to revise procedures for obtaining corrections to audit findings.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. GS 11 Specialized Experience: One (1) year of specialized experience, equivalent to the GS 09 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Management Analyst. Examples of such experience includes: (Reviews organizational information previous audit and inspection reports. (2) Prepares management studies which present findings identifying causative situations and recommends corrective action. (3) Plans. analyzes, formulates, justifies, and presents budget actions that impact the organization (Planning and development of policies and programs. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M, if related. OR Have an equivalent combination of successfully completed higher level education and specialized experience that makes up 100% of the qualifications required for the position. Combinations of Education and Specialized Experience Education and specialized experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the applicant's specialized experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for this grade level. MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. Time in grade GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
