The purpose of the work is to develop educated, competent employees throughout the health care service organization. Miami VA Healthcare System delivers quality health care to Veterans at the VA Medical Center in Miami, Florida, and Community Based Outpatient Clinics.

Duties

Duties consist of the following, but are not limited to: Instructs courses covering a wide variety of topics in well-established areas of a subject-matter field, including but not limited to automated/computer-based Scheduler programs, VHA software applications. Translates technical jargon and complex terms into simpler explanations. Demonstrates specific actions to learners during instruction to ensure compliance with complex technical, regulatory guidance. Identifies skills gaps and utilizes practices to close them that are appropriate and aligned. Courses are generally well­ structured and have ample training materials. Reviews Joint Commission Accreditation Requirements for mandatory training to identify all standards that include staff education and training requirements. Responsible for identifying and determining training priorities, conducts educational surveys, provides training, and administers programs. Provide administrative assistance to services and training programs that announce various workshops and training programs offered by the facility and/or VISN. Provides information concerning available training and makes all arrangements for facility training to occur. Provides information concerning available training, arranges for instruction, prepares reports and help facilitate courses. Function as the New Employee Orientation Coordinator, will work with Subject Matter Experts (SME) to ensure new employees are well versed with VHA and Miami VA Policy and Procedures. As the NEO coordinator, will work closely with the ACOS/Education, DLO, Director's Office, Human Resources and facilitators to keep team abreast of any new updates or required changes. Serves as coordinator/facilitator for the development and implementation of training program courses, including but not limited to VHA software programs, and employee development. Develops and implements strategies for effective communication of training program information. Participates in program planning meetings. Provides support for updating all Learning Service documents for service line SharePoint site. Performs duties involving promoting, coordinating, managing, and improving education policies, programs, standards, activities, and opportunities. Assist subject matter experts with the development of learning objectives, selection of appropriate instructional technology strategies and delivery systems for each activity. Collects information for analyses of training program courses and ensures effective operation of training program activities. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes. Reviews new programs and/or curricula for possible inclusion in the learning & development training inventory. Performs clerical and technical duties associated with developing, revising, maintaining, and/or instructing training courses. Schedules and coordinates support needed including equipment, manpower, and transportation necessary to support instruction. Maintains the master files for approved programs of instruction. Maintains training course material library, e.g., textbooks, test materials, handouts, audio-visual tapes and equipment, etc. Plans and administers tests, as needed. Performs work associated with counseling students about training courses. Analyzes student needs and provides recommendations. Performs duties associated with TMS quota management. Performs other related duties as assigned. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: This position may be authorized for telework (Ad-Hoc). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position has an Individual Occupational Requirement (IOR)Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the IOR you have to meet the requirement below: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop program objectives into viable programs; Develop essential surveys and questionnaires to evaluate training needs and training outcomes; Instruct courses covering a wide variety of topics; Use a variety of teaching modalities to meet learners' needs; organize and interpret course materials to best communicate and motivate learning; Apply principles, practices, and techniques of adult learning and use effective oral and written communication skills; Collect, collate, research, analyze track and trend educational program information; Provide technical input for purchasing training; Develop and deliver briefings, develop surveys, questionnaires, assessments, spreadsheets, statistical and administrative reports; Develop guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Graduate level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is typically performed in an office setting, although regular lifting and moving of furniture or equipment configurations for training is involved and required. Walking, standing, bending, and lifting equipment is required. Operation of a computer and other office machinery is necessary. The incumbent must have the ability to complete PMDB training (Part 1, Part 2 low risk, and Part 2 moderate-high risk) and to have a full understanding of the techniques and methods involved to train staff actively and physically in those levels of PMDB. This will require physical effort while teaching and demonstrating techniques to employees. Significant physical demands are required to perform the full duties and responsibilities of the PMDB Facility Trainer. The incumbent will train groups of 6 to 16 people in several types of physical skills per class. The PMDB Facility Trainer must be able to demonstrate the skills correctly and repeat the skills several times to train others in doing the skill. This requires the ability to repeat the following physical movements (among others) from 10 to 18 times per skill during a class period of 4 to 6 hours duration: raise arms over head, bend at the neck, stand on one leg, pivot on one foot.
