About the Position: Serve as a Policy Analyst for the Department of Defense (DoD) Civilian Protection Center of Excellence (CP CoE) in coordination with HQDA, DCS, G-3/5/7, DAMO-Strategy, Plans and Policy Directorate, established as part of the Secretary of Defense's 2022 Civilian Harm Mitigation and Response (CHMR) Action Plan (AP).
Duties
Provide policy advice and analysis on policy development.
Analyze issues relative to U.S. military activities and operations.
Develop a wide range of written products, including presentations, briefings, speeches, and articles.
Prepare and contribute to preparation of leaders’ congressional testimony or other special projects.
Conduct broad research and analysis into issues and initiatives to explore alternatives and concepts.
Evaluate the reports of private and public organizations dedicated to defense studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may require temporary duty (TDY) travel at up to 30% of the time.

GS 13 Specialized Experience: One year of specialized experience which includes developing plans, reports, and executive-level documents; developing policies and regulations for programs, such as Civilian Harm Mitigation and response programs; reviewing existing policy and providing recommendations for process improvements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS 14 Specialized Experience: One year of specialized experience which includes developing policies and plans for programs such as civilian harm mitigation and response programs; analyzing policies and regulations to ensure program effectiveness; providing advice and guidance to senior level officials on policies impacting programs, such as civilian harm mitigation response programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12, 13 respectively).
