About the Position: Serves as a Business Operations Specialist, subject matter expert and principal advisor under the general direction of the Director of the Management Support Division to the Assistant Secretary of the Army (Acquisition, Logistics and Technology) ASA(ALT), located at Arlington, VA.
Duties
Serve as a Business Operations Specialist under the general direction of the Director of the Management Support Division to the Assistant Secretary of the Army (Acquisition, Logistics and Technology) ASA(ALT).
Develop, analyze, evaluate, and review projects relating to improving the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, and other agency administrative issues.
Work with delegated authority on strategic projects that affect the organization at various echelons or locations.
Perform a variety of duties relating to the management of administrative and personnel services.
Serve as a Contracting Officer Representative (COR)/Alternate Contracting Officer Representative (ACOR) for program functional areas within the MSO.

Specialized Experience: One year of specialized experience which includes: advising senior leaders about strategic communications and plans; performing various duties relating to the management of administrative and personnel services; coordinating day-to-day operations to ensure that standard operating procedures support the mission objectives; and evaluating issues which will include requirements for facilities, space management, property book, property accountability, and safety. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or (GS-13).
*This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-4 of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
