You will serve as a Supervisory Management Analyst (Organizational Development) in the Human Capital Management Group of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will be responsible for advising managers regarding the most effective techniques for initiating and implementing systematic organizational changes. You will provide an objective assessment of a situation, recommend intervention for change that will result in organizational growth, and provide follow up implementation assistance You will provide organizational assessment and intervention across NAWCWD including, strategy execution, coaching, organizational design, strategic, succession, and developmental planning. You will provide consultation and advisory services as needed to address the critical concerns throughout the organization. You will consult and advise senior leadership in leadership development that will include, curriculum design, facilitation, and training. You will plan, direct and supervise the overall effort of the Organizational Development Office, ensuring all employees are aware of the EEO policies and procedures. You will assign work, establish performance plans, perform employee evaluations, and provide training to staff.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9-12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Supervisory Management Analyst (Organizational Development). Specialized experiences must include duties related to the following: (1) Advising managers regarding the most effective techniques for initiating and implementing systematic organizational changes; (2) Providing an objective assessment of a situation, recommending intervention for change; (3) Utilizing research based instruments and surveys to analyze individual and group behavior; (4) Consulting in applied behavioral sciences related to the field of organizational development; and (5) Utilizing management principles, concepts, and practices sufficient to lead, plan, organize, and direct groups and efforts.
