You will serve as a Management Analyst in the Office of Program Administration and Policy Development of the NAVAL RESEARCH LABORATORY.

Duties

You will ensure that directives management processes allow for rapid update of critical information within a transparent and compliant environment. You will generate quarterly and annual analyses of program status reports. You will advise managers on the impact of changes to existing policies, responsibilities, and procedures. You will work with internal and external subject matter experts to ensure effective and efficient implementation of statutory requirements, regulatory guidance, and command polices. You will serve as the primary point of contact for subject matter experts within multiple divisions and offices across several geographic command locations regarding management of assigned directives. You will serve as the content manager for the command intranet web page where all current directives are posted. You will coordinate with the command records manager to ensure all records created are properly aligned to electronic records management application(s) and ensure proper archiving while retaining accessibility.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or (NO-02) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1.) Providing administrative services for the Division including personnel, budget, and equipment management; 2) Ensuring all command issued directives are compliant with navy guidance regarding formatting, structure, Standard Subject Identification codes assignment, review periodicities and currency standards; 3) Generating quarterly and annual analyses of program status reports; 4) Analyzing barriers to successful program implementation, and developing written plans and solutions to eliminate issues; and 5) Using directives management systems to gather, assemble and analyze data and propose recommendations Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Ph.D. or equivalent doctoral degree

or

  • 3 full years of progressively higher level graduate education leading to such a degree

or

  • LL.M., if related.
