You will serve as a Lead Management and Program Analyst and provides leadership to staff performing analytical and programmatic expertise on administrative and management processes, procedures, and project operations.
Duties
Analyzes processes, identifies efficiencies, and recommends and facilitates changes to optimize operations and resources.
Assesses program effectiveness for the improvement of complex program/project control and management processes/systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs/projects of the agency.
Collaborates with mission directorate on program evaluation including project tracking and project analysis, identifies opportunities for process improvement, and determines appropriate measures to take in order to effect those process improvements.
Develops and maintains contact with stakeholders, Center, Headquarters, other centers and industry partners to integrate project planning.
Develops, analyzes, and evaluates plans for programs/projects. Provides project planning and project control support for the mission directorates.
Monitors program status, develops progress reports on program/project status and progress including project tracking of milestones and deadlines.
Provides operational support to mission directorate for project reviews, project status and project reporting.
Reports on trend analysis, project analysis, control policies and requirements for a program/project.
Coaches team members in the selection and application of appropriate problem solving methods and techniques. Serves as coach and facilitator in coordinating team initiatives, policy implementation, and consensus building.
Reports to the supervisor on team and individual work accomplishments, problems and work processes, including coordinating with CO, COR and contract management for contractor staff.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Applying a wide range of quantitative and qualitative analytical methods to evaluate the effectiveness and efficiency of projects;
Interpreting findings and drawing conclusions from data sets;
Developing modifications, revisions, and/or implementing procedures to improve the effectiveness and efficiency of project operations.
