The incumbent provides analysis, coordination and support related to Bureau of Trade Analysis (BTA) programs, including ensuring regulatory compliance, responding to public inquiries, and analyzing the behavior of regulated entities. The work of this position requires maritime industry knowledge and analytical ability.
Duties
The following are the duties of this position at the full performance level GS-13. You will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Performs analytical, evaluative, advisory, or similar work pertaining to the regulation of the shipping industry with regarding the operations, activities, economics, and industry practices of liner operators and marine terminal operators.
Supports BTA's program activities including agreements, service contracts, tariffs, and marine terminal operator schedules.
Supports BTA's strategic objectives, including development of policy recommendations and proposed regulatory changes associated with rulemaking proceedings, as well as drafting memoranda/briefing documents on behalf of BTA management to the Commission or other agency senior leaders on industry related topics, and supporting OMB clearance of regulations under BTA's areas of responsibility.
Applies an expert knowledge of ocean transportation, economics, statistics, business management, and related subject-matter areas to the identification and resolution of complex maritime issues and problems.
Evaluates and provides management advisory services regarding program effectiveness.
Assures an understanding of, compliance with, and enforcement of Federal shipping statutes and Commission regulations and guidelines on the part of ocean common carriers and marine terminal operators by reviewing agreement filings, contracts and tariffs; and conducting required research and/or other investigative, analytical, or advisory work.
Provides technical support for the following functions and activities: preparing in-depth discussion papers dealing with issues impacting Commission policy in the discharge of its regulatory responsibilities; and preparing formal rulemakings dealing with Commission policy on bureau filings.
Serves as subject matter expert for BTA applications and systems and works with the Office of Information Technology to ensure business processes are properly documented and align with application requirements.
Serves as team leader for internal BTA projects, planning the approach and coordinating the activities of the team members. Reviews and edits written work products to conform with policy and legal guidance and integrate individual staff contributions into a final work product that is accurate and consistent in style and tone.
Serves as BTA primary point of contact and works with OMD regarding clearance or the extension of existing information collections under BTA's regulatory areas of responsibility. Drafts necessary documents, including developing justifications for Office of Management and Budget (OMB) clearance of the corresponding burden.
Leads cross-agency project teams that include staff from other Commission Offices/Bureaus charged with examining matters of concern to the Commission, a portion of the Commission's regulations, or other industry-related subjects.
Provides oral presentations to the Commission pertaining to filed agreements or other program-related matters.
Advanced proficiency in Microsoft Excel is necessary to successfully perform various research assignments.
Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes evaluating industry trends and conditions; analyzing and evaluating issues related to compliance; maintaining databases of public information; and preparing written work products for agency leaders.
