Classified Research Operations team members are accountable for the day-to-day administration of activities related to the formulation, development, recommendation, promulgation, and implementation of military records research unit engaged in a systematic evaluation and analysis of large volumes of military services records for the purpose of reconstructing activities and events of units and individuals who participated in hazardous and dangerous operations.
Duties
Specific duties include:
Ensures the efficient, effective, and timely execution of records research management in accordance with established objectives, schedules, and program funding. Ensures customer satisfaction by providing a quality product consistent with the direction of higher authority, laws, regulations, and policies. This requires the incumbent apply expert knowledge of management concepts, principles, and practices as well as advanced knowledge of the methods, practices, and processes of technical disciplines related to disability compensation. Management responsibilities involve projects requiring substantial technical effort in program management.
Provides regular oversight of onsite research operations at federal archive facilities in the D.C. area and travels to out based archive facilities as needed. Attends periodic meetings with leadership at archive facilities, addressing any issues or gaps related to research operations. Responsible for overseeing the establishment and annual reviews of Memorandum of Understandings (MOU) for each federal archive facility/branch of service.
Interfaces with VBA, Veterans Service Organizations, and other governmental agency staff to ensure overall program coordination, reference planning, strategic planning, contracting, legal issues and records research.
Collaborates with the Director to define program and project management goals. Provides leadership in establishing and maintaining effective management processes and work environments conducive to effective integration of technical functions of planning, contracting, and resource management.
Advises the Director and Office of Field Operations leadership on the development of VBA level processes related to records research and the delivery of benefits and services.
Exercises a high degree of program management expertise and managerial competence to direct and coordinate planning of new and diverse projects; accomplishes short and long-range goals, advises on the solution to complex problems, evaluates program results, and renders decisions.
Directs the substantial coordination and integration of several highly technical research assignments (i.e., verifying the existence of combat stressors to facilitate adjudication of Post-Traumatic Stress Disorder Claims).
Directs the planning and execution of special management and case control studies to identify Veterans exposed to Agent Orange, other herbicides, chemicals, smoke fumes, or other substances or suffer from Post-Traumatic Stress Disorder. Oversees the activities of the Classified Research Operations team ensuring Veteran inquiries are effectively and efficiently responded to.
The incumbent is responsible for the team that supports research operations and conducts non-classified and classified research at federal archive facilities in support of exposure and combat stressor incidents for all branches of the Armed Forces. The team is responsible for keeping track of progress in reducing pending inventory and research completed during any given period at each facility and for each branch.
The exposure data and the impact such exposure may have on the health of Service member and Veterans, both long and short-term, have been controversial matter generating continued Congressional and media interest. The incumbent must possess a broad understanding of VBA disability compensation, evidence requirements, VA/VBA management objectives, and analytical methods enough to oversee the development and implementation of the Classified Research Operations team

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Recommends awards or bonuses for subordinate staff employees. Effects disciplinary measures for minor infractions, such as warnings and reprimands, and recommends other actions in more serious cases. Recommends the use of overtime, training, and travel for attendance at meetings. Ensures adherence to EEO, labor-management, physical security and safety and other regulations. Coaches and counsels assigned division employees. Finds and implements ways to eliminate or reduce bottlenecks and barriers to productivity. Fosters good teambuilding practices.
