The primary purpose of this position is to perform expert acquisition management functions to include review, interpretation, and dissemination of acquisition applicable laws, regulations, and directives which reflect sound business judgment and practices.
Duties
Maintains expert and current knowledge in and provides expert technical surveillance over acquisition laws, policies, procedures, information systems, and business practices relative to the organization's functional responsibilities.
Composes, develops, and coordinates standard and prototype acquisition processes, and provides advice on new or revised regulations and implementing instructions covering acquisition policies and procedures.
Conducts training of acquisition personnel to improve organization performance.
Performs special assignments and projects as required.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position.

- This is an acquisition coded position. Selectee must complete advanced certification level in Program Management within 24 months of assignment.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing date of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; developing and implementing program controls and processes; planning, organizing, and coordinating activities related to contracting, acquisition of services, and management of services projects; reviewing and directing applicable acquisition and contracting strategies in meeting program objectives; developing and leading workforce development and training initiatives; and preparing briefings, studies, and other analyses for presentation to management officials and stakeholders. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of federal, DoD, USAF, and state government, and local specific guidelines and business practices, including statutes, regulations, policies and procedures, and the different contract types and methods of payment.
Considerable knowledge of business practices and market conditions applicable to acquisition requirements.
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, AFMC, and other entities that govern, interface with, and/or influence the acquisition management process.
Knowledge of computer applications such as Microsoft Word, Excel, and Power Point; considerable knowledge of SharePoint required.
Skilled at communicating, both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
Ability to recognize and analyze problems, conduct research, summarize results, provide alternatives, and make appropriate recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
