This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Management and Program Analyst, you will serve as an analyst and/or advisor to management on analyzing and evaluating the effectiveness of a government program and its operations.

Qualifications
GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Determining resource needs, providing supporting data and guidance regarding the allocation of resources and accounting for their effective use.
Ensuring cost and encounter data is correctly aligned within the organizational structure, including performing detailed analysis of workload trends.
Providing cost and workload training in areas such as financial cost, including financial cost analysis and clinical workload utilization.
GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Performing root cause analysis to provide responses on issues such as budget and accounting aspects of learning and development products and services.
Making suggestions to management officials on a variety of human resources management topics and processing a variety of personnel actions
OR EDUCATION: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. TRANSCRIPTS REQUIRED.
OR COMBINATION: You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
Education
Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
