This position is located in the Information Technology Group, eCommerce Directorate, Fulfillment and Field Services Division. The purpose of this position is to collaborate and coordinate with all HQ entities to provide field support to all commissaries.
Duties
Carries out the DeCA eCommerce strategic communication plan by identifying the needs of the target audience(s) and determining the most appropriate communication strategy to achieve online sales.
Actively solicits shopper's qualitative views on commissary issues, and provides customers with DeCA's positions on those issues.
Assist in the development of training and user guides for DeCA employees and ensuring the eCommerce section of the website are maintained, continuously updated, and improved.
Assists in overseeing and coordinating customer support operations answering and managing incoming calls, emails, chats, and/or interactive voice response systems with professional interpersonal communication.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Requirements

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify.
Experience: One (1) year of specialized experience equivalent to at least the GS-5 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include:
Coordinate help desk support with external customers.
Make recommendations to improve customer service
Basic knowledge of retail grocery eCommerce technology and current trends
OR
Education: One (1) full year of graduate level education with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position; or superior academic achievement.
OR
Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
