This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), eCommerce Directorate. The incumbent serves as an experienced analyst and develops and reviews business cases, business needs statements and studies to determine whether conclusions are sound and if data and calculated results are realistic

Duties

Evaluates Agency and industry sales trends and monitors internal and external factors that could affect DeCA's business operations. Provides expert guidance and assistance in the management of a wide variety of projects, studies, and action correspondence. Keep the division chief informed of critical developments and providing authoritative advice on all aspects of mission requirements. Designs and leads teams conducting studies on the effectiveness of eCommerce programs focused on the cost versus return on investment. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Experience: One (1) year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Experience can be under other Federal service pay systems, private sector, or military. Examples of specialized experience include: Develops analysis methodology, reviews reports, findings; and draws conclusions and recommendations from the independent review. Plans, implements and analyzes program management duties to ensure projects remain on schedule. Determines baseline costs and operating efficiency of the Agency's overall business performance. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
