As an Equal Employment Specialist (Investigator) you will investigate sensitive and complex issues to include the laws and regulations encompassing a wide range of employment-related issues such as recruitment, selection, promotion, discipline, pay, job qualifications, retention procedures and more.
Duties
Completes the necessary preparatory documents and correspondence to initiate the investigation.
Conducts legal research, fact-finding, problem solving, and analysis to determine the meaning, relevance, veracity, and importance of a large body of complex and interrelated facts and evidence.
Investigates alleged violations of the law or regulation by conducting a formal administrative proceeding to provide the necessary evidence so that an adjudicator of fact can establish if a violation of the law has occurred.
Contacts all parties to coordinate investigations and explain rights and responsibilities in accordance with applicable laws, regulations, and VA directives.
Redacts documents based on knowledge of the Privacy Act and the Health Insurance Portability and Accountability Act.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-11 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves; (1) Preparing case files for administrative review; (2) Reviewing testimonies to produce an investigative record; (3) Preparing documents to initiate investigations.
OR Applicants may substitute education for experience at grade GS-11. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M., if related. Or applicants can combine education and specialized experience to qualify for the position.
GS-12 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves; (1) Providing technical guidance to staff on EEO procedural decisions; (2) Conducting training to enhance office skills of EEO processes; (3) Reviewing testimonies to coordinate investigations; (4) Responding to inquiries for status of EEO complaints.
