This position is located in the Forest Service Region 9 Regional Forester's Office in Milwaukee, WI.
This position assists the Regional Forester and Deputy Regional Forester by serving as a focal point and liaison for administrative issues.

Duties
Assists the Regional Forester and Deputy Regional Forester in the analysis, development, and installation of effective communications between the Regional Forester’s office and its contacts.
Provides personal assistance on highly controversial and confidential matters, office continuity, internal direction, and special project assignments, especially in process improvement.
Presents the Regional Forester’s program and policies to the public and other government agencies' inquiries and represents the Forest leadership viewpoints on special assignments and task forces.
Collaborates with Forest leadership to develop concise methods of communication, utilizing electronic communication technology, telephone briefings, personal briefings, and compilation of multiple source data to assist the Regional Forester.
Reviews incoming mail, addressing inquiries within your authority and directing others to appropriate staff area.
Works with and advises Staff Directors and assistants, Forest Supervisors, and their administrative staff on matters affecting the process and flow of information.
Prepares confidential and personal correspondence for the Regional Forester.
Performs supervisory duties 20% or less of the time.

Qualifications

Specialized Experience Requirement:
GS-11: You must have one year of specialized experience equivalent to at least the GS-9 grade level. Specialized experience is defined as
Independently preparing, reviewing and editing written correspondence, presentations, reports and similar products; AND
Using a range of automated systems to carry out administrative functions e.g., word processing, spreadsheets, presentation, email, scheduling, travel, budget and/or other comparable software and systems
AND one of the following:
Managing procurement programs and activities for day-to-day operations i.e. micro purchasing, OR
Reviewing and analyzing organizational regulations, policies and procedures to improve administrative effectiveness; OR
Acting as a technical expert to provide assistance to employees on day-to-day operations for the Regional Office; OR
Providing technical and administrative oversight to subordinate employees. OR
OR
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
