The position is located in the Department of State's (DOS) Bureau of Counterterrorism, Office of Programs (CT/P). The Bureau exercises policy and budget oversight for all State Department counterterrorism programs, including training, and works closely with the regional bureaus, other key functional bureaus, and the Bureau of Diplomatic Security. CT/P builds foreign partner capacity to prevent and respond to terrorism, to advance U.S. national security objectives.
Duties
Serves as Program and Policy Analyst, providing counterterrorism (CT) program planning, implementation, and performance oversight of CT-funded foreign assistance activities.
Responsible for assigned countries or geographic region portfolio that includes development, planning, coordination (within the Bureau and with interagency and external partners).
Provides oversight of CT's programs to build foreign partner capacity to prevent and respond to terrorism.
Develops and/or revises the Bureau's program management and oversight procedures and policies with other U.S. agencies and implementing partners, consistent with the authority of line and matrix managers of the Directorate.
Monitors and analyzes counterterrorism threats, activities, operations, programs, and other issue areas pertinent to the country or region.
Maintains currency on legislative and policy developments affecting the USG’s stance and reactions on complex counterterrorism issues and international relations.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. [If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing or implementing programs in multiple countries to build the capacity of foreign police and judicial institutions to investigate, prosecute, and adjudicate terrorism crimes.
Experience managing or implementing grant programs and performance plans.
Experience providing recommendations on criminal justice programming, both in writing and orally to senior officials.
Experience managing contracts, grants, cooperative agreements, and interagency agreements for civilian counterterrorism programs.
There is no substitute of education for specialized experience for the GS-13 position.
