This position is located in the Office of the Commissioner for Trademarks. Trademarks supports the Department's strategic goal to foster a more innovative U.S. economy that is better at inventing, improving, and commercializing products and technologies that lead to higher productivity and competitiveness.

Duties

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. Prior to the start date, you will be given the opportunity to elect to work from the Alexandria headquarters, from an alternate/home location within the United States (defined as the 50 United States, the District of Columbia, and Puerto Rico), or a combination of headquarters and alternate location. Your salary/pay will be based on your selected worksite geographical location. The nature and scope of telework opportunities will be subject to the unit's telework policy and any applicable bargaining unit agreements. Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at OPM Website. Miscellaneous Administration and Program Series, 0301 Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-09 For this position, the next lower grade level is a GS-07. Specialized experience for this position includes: (1) Experience in providing analytical and programmatic support to collect, analyze, and evaluate program data in order improve the overall customer experience across various programs and services; (2) Experience in identifying and conducting the appropriate quantitative research methods (e.g. surveys, statistical modeling) and developing reports, presentations, and other visualizations to communicate key insights from analysis; AND (3) Experience in conducting observational analyses using business intelligence software tools and/or programming languages (e.g., Power Bi, Excel, GA, R, Python, or SAS). OR Education may be substituted as described in the "education" section of this vacancy GS-11 For this position, the next lower grade level is a GS-09. Specialized experience for this position includes: (1) Experience in providing analytical and programmatic support to collect, analyze, and evaluate program data in order improve the overall customer experience across various programs and services; (2) Experience in identifying and conducting the appropriate quantitative research methods (e.g. surveys, statistical modeling) and developing reports, presentations, and other visualizations to communicate key insights from analysis; (3) Experience in conducting observational analyses using business intelligence software tools and/or programming languages (e.g., Power Bi, Excel, GA, R, Python, or SAS) to explore/group data, test hypotheses, predict outcomes, and inform decisions;AND (4) Experience in formulating new metrics and quantitative approaches to gauge the impact of actions to address customer pain points; translate concepts, findings, and limitations into concise, plain language; and present findings, results and recommendations to executives, managers, supervisors and stakeholders. OR Education may be substituted as described in the "education" section of this vacancy Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-09 grade level as follows:

GS-09:

  • A Master's or equivalent graduate degree; Or
  • 2 years of progressively higher level graduate education leading to such a degree; Or
  • LL.M., if related (statistics, mathematics, public administration, computer science, or other administrative and management fields); Or
  • Equivalent combination of qualifying graduate education and experience.
Education may be substituted for specialized experience at the GS-11 grade level as follows:

GS-11:
  • A Ph.D. or equivalent doctoral degree; Or
  • 3 years of progressively higher level graduate education leading to such a degree; Or
  • LL.M., if related (statistics, mathematics, public administration, computer science, or other administrative and management fields); Or
  • Equivalent combination of qualifying graduate education and experience.
