You will serve as a ADMINISTRATIVE OFFICER in the Mariner Skills Training Center Pacific of SURFACE WARFARE OFFICERS SCHOOL.

Duties

You will Serve in an advisory role providing a full range of Administrative services. You will perform analysis of administrative procedures, workflow, and functions to determine their validity and implement changes to improve the administrative organization. You will analyze and reviews documentation procedures and controls, files, directives (notices and instructions), forms, records control and disposal procedures and manages office automation systems. You will perform extensive legal research in the areas of military justice, administrative law, administrative separations, commander's inquiries, and reports of investigation. You will be responsible for supervising all assigned subordinate personnel, including civilian Command Pay and Personnel Administrators (CPPAs), in the daily execution of assigned MSTC administrative program within the command.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to work independently and plan, coordinate, and direct the administrative operations of the command; 2) Supervise, evaluate, and mentor assigned subordinate personnel; 3) Perform analysis of administrative procedures, workflow, and functions and implement changes to improve administrative organization; 4) Develop budget estimates and justification for administrative division and ensure funds are used according to budget; 5) Conduct legal research in the areas of military justice, administrative law, administrative separations, commander's inquiries and reports of investigations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
