The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AF/A3O, Air Force Operations Group (AFOG).

Duties

Plans, organizes, and directs the activities of the Air Force Operations Group, ensuring that the Current Operations Division complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents AF/A3OB with a variety of installation and functional area organizations.

Qualifications

Conditions of Employment Continued: Drug Test requirement was modified to comply with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, dated 28 Aug 2014. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. "This is a Supervisory Position." A one year supervisory probationary period is required if applicant selected has not previously met this requirement. This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, GS-0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships for facilitate effective advancement of Agency capabilities. Staff experience at MAJCOM, HQ USAF, CJCS and/or OSD is essential and mandatory; knowledge of Presidential Executive Orders, Homeland Security Presidential Directives and Department of Homeland Security and Federal Emergency Management Agency documents, policy and guidance related to continuity and readiness, emergency preparedness and the national incident management system (NIMS); knowledge of DoD Directives and Instructions, and Joint Service and Agency policy, doctrine, regulations and procedures with extensive knowledge of command and control, crisis action processes and procedures, continuity, readiness, emergency preparedness and incident management, and pandemic/disease containment; and knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and skills in developing cost projections, financial exhibits, unfunded requirements justifications and issues papers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships for facilitate effective advancement of Air Force capabilities. In-depth knowledge of Air Force operations that enables the incumbent to analyze, articulate and advocate of mission objectives; ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing, in order to articulate and advocate AF positions with respect to mission set for general officer review, and facilitate the condensing of extremely technical input into layman's terms without altering basic content. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
