IT Specialist are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Three" do not apply.
Duties
This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available.
Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6-month eligibility period has elapsed.

Positions filled with applications from this pool will be placed into positions where cybersecurity duties occupy the majority of the work performed.
Serves as leader of a team of computers systems analysts and computer programmers with responsibility for planning, designing and developing automated systems and procedures
(CONT) which provide for efficient means of manipulating information necessary to carry out a wide range of social and economic research in the Statistical Analysis and Survey Implementation Branch.
Plans and conducts projects for the development and improvement of computer systems necessary to utilize, extract, and compile statis-tical data from various sources.
Consults with statisticians and users on methods for handling special problems, availability of data, cost and timing estimates, etc.
Performs research into current problems and their solutions through conversion or adaptation of statistical processing methods to electronic or other improved systems.
Investigates and studies the theories, principles, and practices of electronic and automated data processing for the purpose of utilizing the methods which best serve the needs of the professional staff.
Provides guidance in the evaluation of existing systems and the development and testing of new systems.
Coordinates the computer systems design within the context of the overall SSA systems development as directed through OS.
Maintains close relationships with ADP personnel and participates with superiors in key negotiations with other agencies for the use of specialized data records needed for various studies.
Materially assists the Branch Chief by training and developing new staff through the assignment of progressively more difficult studies and projects,
(CONT) through the review and discussion of the work products, and by advising and guiding them on new or complex studies projects.
Acts as a consultant on matters concerning the feasibility of gathering proposed data, the sources from which to be gathered, methods of remuneration, processing methods, and selection of in house or out-side computer facilities.
Represents the Branch or Division in meetings within the organization or outside meetings in regard to selection of methods and clarification of problems.

Qualifications
Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must provide sufficient experience and/or education, knowledge, skills, abilities, and proficiency of any required competencies to perform the specific position for which you are applying.
To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include: experience in writing advanced SAS and SQL code to create and manipulate large data sets; running and compiling computer code on a mainframe; and transferring data between mainframe and server environments.
