Duties
Participates in formulating budget estimates and program justification to include all funding requirements.
Conducts special studies, analyzes and reviews data as necessary, and provides sound projections of financial program and funding requirements to ensure the availability of funds
Analyzes budgetary relationships and develops recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines.
Continuously monitors the review and analysis of assigned programs to assure appropriations are being obligated in accordance with the intent of Congress.
Uses automated financial systems and computer-generated products in accomplishing budgetary assignments and to ensure the accurate, complete, and timely reporting of budget and accounting data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- Financial Management Certification Level 2 in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management within 2 years of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes monitoring various budget funding such as allotments, transfer of funds, apportionments, etc., to assist with program funding justification; researching financial/budget data for use in budget estimates; and reviewing funding periodically to recommend adjustments to estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
