Duties
Develop a Force Protection program to protect areas such as personnel, facilities, automated information, and assets from threats.
Develop the command's Antiterrorism/Force Protection exercises to coordinate these within the installation.
Develop solutions to problems regarding Physical Security/Antiterrorism Force Protection for the organization.
Manage programs for Fort Cavazos, United States Army Operational Test Command Physical Security/Antiterrorism Force Protection.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is covered by the civilian drug abuse testing program.
- Incumbent is required to sign a DA form 5019-R, and/or DA form 7412 "Condition of employment for certain civilian positions identified as critical under the drug abuse testing program," or a Memorandum of Understanding (MOU).
- This position description has been designated for a mission critical emergency employee for anti-terrorism and Continuity of Government Operations (COOP).
- Meaning that this incumbent may/can be required to report for Conus related duty during an emergency.
- In the event of a national crisis or war, incumbent must be able to work shift work or varying shifts beyond the eight-hour day.
- OPS SP (AT/FP) must obtain Level II certification IAW AR 525-13. IAW DODI 2000.14 within one year of hiring, must attend a comprehensive AT/FP exercise or attend AT/FP training every year.
- Overnight travel away from the duty station of up to 25% may be required.

GS-11 Qualifications:
Specialized Experience: One year of specialized experience which includes: 1) Implement security plans to advise on the impact of security requirements on organizational missions; AND 2) Analyze Antiterrorism systems designs, specifications and vulnerabilities to improve security posture. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Security Management, and Homeland Security.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12 Qualifications:
Specialized Experience: One year of specialized experience which includes: 1) Develop Antiterrorism program guidance for an organization; 2) Assist in prioritizing the protection requirements to increase the adequacy of programs such as Antiterrorism/Force Protection; AND 3) Prepare presentations with recommend improvements that are submitted to the organization in reference to areas such as the Antiterrorism/Force Protection programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
