About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, III Corps Senior Command Aug, G-2 Security, Fort Cavazos, TX 76544.
Duties
Serves as Foreign Disclosure Officer (FDO) responsible for authoritative information, management, and administration for the FD Program.
Responsible for disclosure actions for the disclosure of Classified Military Information (CMI) to foreign government representatives in support of approved U.S. Army international programs.
Ensures all Foreign Disclosure actions are in compliance with National Disclosure Policy (NDP-1) and other applicable disclosure policy and regulations.
Supports Personnel Security (PERSEC), Information Security (INFOSEC), and Industrial Security (INDUSEC) program requirements.
Provides program oversight of the implementation processes for the organization.
Supports Security Education and Training Awareness (SETA) program, including the areas of physical, personnel, information, industrial and general security.
Requirements
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- May require Temporary Duty (TDY) travel up to 10% of the time.
- Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
- This is a "Key" position IAW AR 690-11. For Ready Reservists or military retirees with recall obligations, prior to occupying the position, must be exempted from recall to active duty because of Reserve or retired military obligations.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: Experience in Foreign Disclosure Program; 1) determining authorizations/limitations on the disclosure of classified military information to foreign governments; 2) analyzing, reviewing and monitoring requests for foreign government personnel to visit U.S. military formations; and 3) management of disclosure to personnel assigned to U.S. formations under the Military Personnel Exchange program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
