This position is located at Departmental Offices, Terrorism and Financial Intelligence-Office of Foreign Assets Control, OFAC. As a Supervisory Budget Analyst, you will be serving as OFAC's Senior Financial Operations Advisor and reports directly to the Assistant Director, Management Programs Division (MPD).
Duties
As a Supervisory Budget Analyst, you will:
Exercise administrative and technical control over the work of staff responsible for performing a variety of financial and analytical processes including budget formulation, financial plan development, budget execution, and administrative support functions including facilities and space management and procurement activities.
Be responsible for overseeing and developing program objectives and driving continuous process improvements standardization for financial management and evaluates the success of these objectives.
Initiate communication strategies and foster positive working relationships with internal and external partners to achieve the goals of the office.
Keep abreast of the current operating, legal, and regulatory requirements, as well as evolving or pending matters, related to federal procurement, real estate management, security, and financial management issues to ensure effective and efficient operations of assigned programs, and to better ensure proactive versus reactive actions to address these evolving matters.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience includes performing budget and financial management and managerial functions to support planning and execution of programs. Experience must include at least two of the following:
Formulating and presenting a budget for a federal agency; OR
Executing federal budgets for an organization and developing multi-year resource requirements for funding sources such as discretionary appropriations, reimbursable funding, or permanent and indefinite appropriations; OR
Developing an integrated management control plan which demonstrates experience in identifying the control environment, assessing risk, ensuring management directives are carried out, capturing and communication information; OR
Developing funds control requirements to ensure that components operate within approved resource plans and procedures to comply with internal controls.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
