Duties
The Senior Projects Specialist for the Acquisition Human Capital Initiatives (HCI) office will use their knowledge of strategic understanding of workforce initiatives to analyze, strategize, and report on the Department of Defense (DoD) acquisition workforce. Duties will include but not be limited to the following:
Lead in developing briefings and reports to Congress. Both scheduled and/or ad hoc Congressional reports/briefings, and congressional documentation that pertains to and/or impacts the DoD acquisition workforce to ensure timely responses or analysis by HCI and the Defense Acquisition University. Responsible for maintaining awareness of congressional activities on DoD acquisition workforce in order to identify, review, and evaluate the information to develop the appropriate responses to be presented while anticipating congressional reactions to briefings and testimony that ensures a holistic and complete approach for each briefing opportunity.
Create expert-level written communications to professionally convey complex information and ideas to OSD, GAO, and Congressional committees and their staffs while also keeping the Defense Acquisition University and HCI apprised of status.
Liaisons and interacts with component representatives, OSD senior leadership, or PSMs using interpersonal, organizational, and problem-solving skills to ensure the needs of the acquisition workforce are adequately represented.
Author legislative proposal submissions for acquisition workforce issues.
Performs as lead Human Capital advisor, surveying industry and non-DoD talent management trends and best practices through market research, industry engagements, and awareness of professional networks and associations. Accumulates, analyzes, and reports on the findings making recommendations as appropriate to HCI and DAU leadership on changes to the acquisition workforce strategic plan objectives and initiatives.
Proposes Department-wide recommendations for workforce shaping and future of work resulting from independent research and expert knowledge of the Defense Acquisition Workforce Improvement Act (DAWIA).
Performs as program manager and integrator for all acquisition workforce initiatives within HCI to ensure programs align and comply with latest National Defense Authorization Act (NDAA) mandates, policy updates, etc.
Grooms relationships between Directors of Acquisition Career/Talent Management, Functional Areas Leads, Knowledge Areas Leads and HCI.
Leads and/or participates in program initiatives for organization workforce development and talent development. Uses innovative thinking, collaboration, and a wide range of qualitative and quantitative methods to identify, analyze, and make recommendations to improve program effectiveness and work products.
Performs other duties as assigned.

- Incumbent may be required to obtain and maintain an appropriate security clearance.
- You may be required to serve a one (1) year probationary period.
- The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
- Work may require travel away from the normal duty station on commercial aircraft.
- This position requires Practitioner Certification in the Acquisition Career Category, Program Management. This certification must be obtained within 60 months of entry on duty in the position unless already certified.
- Must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.
Qualifications
GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM)
Qualification Standards for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-03 or next lower grade, GS-13 or equivalent, in other personnel pay systems including experience as follows:
Senior-level analysis on workforce impacts stemming from executive level agency direction and engagements;
Developing and presenting recommendations to mitigate or enhance such impacts;
Developing and managing stakeholder relationships with external agencies, executive level staff, and legislative entities to promote and extend wide spread talent management initiatives; and
Curating high levels of workforce guidance to include strategic plans, reports, and briefings for the purpose of generating engagements with key stakeholders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
