This position is located in the Drug Enforcement Administration (DEA), Operational Support Division, Aviation Division. This position(s) primary purpose is to serve as business planner and advisor under the general supervision of the Administrative Officer on contracts which are heavily supported by contractor personnel. The incumbent plans, analyzes and implements the operational and procedural programs associated with overseeing the contracting and procurement of items.

As a Contracting Officer Representativeyour typical work assignments may include: Developing and maintaining systems to evaluate and monitor contractual performance related to such areas as delivery, cost, amount of progress or advance payments, effective use of Government-furnished property, scheduling and usage of facilities, and management of overhaul or maintenance functions. Planning, scheduling, and conducting evaluations of project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of operations in a program or support setting. Researching and analyzing unstable or uncommon administrative and program issues. Identifying issues, gathering, and analyzing information and developing advice and guidance to resolve substantive problems affecting the effectiveness and efficiency of work operations in a program or program support setting.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification. You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-9 level or pay band in the Federal service) that includes performing the following duties: 1) Handling the evaluation and monitoring of contractual performance related to such areas as delivery, cost, amount of progress or advance payments; 2) Conducting research to provides recommendations to leadership for improvements to the operational and procedural programs associated with overseeing the contracting and procurement of items; and, 3) Preparing program-related correspondence, reports, and written materials associated with established organizational programs, policies and/or operations. OR Degree: I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination of Experiences and Education: A combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience meet 100% of the qualification requirements for this position. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Contracting/ProcurementPlanning and EvaluatingProject ManagementResearch Time-In-Grade Requirement: Applicants who are current Federal employees must meet time-in-grade requirements by the closing date of this announcement (as defined in 5 CFR 300, Subpart F).
