About the Position: Position is located in the Mission & Installation Contracting Command, Enterprise & Installation Operations, Contract Management Division, Ft. Belvoir, Virginia. The Mission & Installation Contracting Command supports installation and garrison operations on Fort Belvoir and other installations in the National Capital Region.

Duties

Conduct complex price/cost analysis for a variety of highly complex/high dollar equipment and services Performing complex post-award procedures to plan/conduct the contracting process. Performing complex pre-award procedures to plan/conduct the contracting process. Conducts complex negotiations with contractors at all levels of contracting from solicitation through post-award modifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Must submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • One year trial/probationary period may be required.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Performing pre-award or post-award procurement functions involving complex contracts. (2) Negotiating contract prices, terms and conditions to evaluate cost analysis. (3) Implementing contractual regulatory guidance and processes for the procurement of goods services. This definition of specialized experience is work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Advanced Cost and/or Price AnalysisClose-Out ContractsContract AwardSolicitation of Offers Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
