This position is located in the Office of Biodefense Research Resources &Translational Research (OBRA), Division of Microbiology & Infectious Diseases (DMID), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH).
Duties
If selected for the position, you will perform the following duties:
Serving as a nurse consultant and staff specialist with responsibilities related to the management and oversight of clinical and operational activities that are part of a broad national and international program of clinical trials supported by DMID.
Providing consultative and advisory service in healthcare administration, healthcare management, and/or scientific/medical and clinical expertise in the planning and implementation of DMID-supported studies or other activities (e.g., plans and implements innovative applied/clinical/population research studies, including the evaluation of overall design, objectives, and hypotheses and the identification and resolution of scientific or other issues that might impede a proposed study.
Participating in the development and oversight of appropriate operating procedures for the review, refinement and dissemination of clinical protocols supported by the Office/Branch/Program. Providing assistance in clinical trial design and implementation and identifying and resolving clinical, ethical and logistical problems and issues that might impede implementation or successful completion of the study.
Providing operational expertise in the oversight of clinical research, including identification and resolution of clinical monitoring issues, safety oversight issues and day-to-day research management issues.
Implementing and coordinating a range of individual site-management activities; advising investigators on clinical site start-up and relevant operational and regulatory issues including resource allocation (both internal and external), personnel management, and administrative issues.
Coordinating the development of training and clinical research policy standard efforts among the various organizational components of the DMID clinical research program and assisting with implementation of training and educational efforts.

Qualifications
Basic Qualifications Requirements:
In order to meet the Basic Qualification requirements for a Nurse (Consultant), GS-0610, you must:
Have a graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
AND
You must have:
passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN); AND
a current, active, full and unrestricted license, or registration as a professional nurse from a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Additional Qualification requirements for the GS-13:In addition, in order to qualify for a Nurse (Consultant) position at the GS-13 level, you must have at least 1 year of Nurse Consultant experience equivalent to at least the GS-12 level in the federal service obtained in either the private or public sector, performing the following types of tasks: establishing and managing sponsor safety oversight committees, e.g. Data and Safety Monitoring Boards; managing and/or oversight of clinical and operations relating to clinical trials as part of a national or international research program; evaluating external drug safety reports for the purpose of assessing the impact to sponsored studies; and writing and/or editing research agreement language related to safety oversight and reporting.
